This is a handy tool I have been using on the live streams for the past couple of months. It's a zero latency plugin for optimizing sound for live streams.

Master Me: https://github.com/trummerschlunk/master_me
Plugin Formats:
CLAP, VST, VST3, AU, LV2.
Standalone: Jack.

The default settings in easy mode will be better than nothing. I use it in advance mode as a Reaper plugin with everything disabled but the leveler. Setting that to 40% with a target of -18 LUFS yields good results if you feed it into a limiter.

You should be able to use the VST plugin with OBS, but I still need to try that out.

Easy mode is a two option ordeal. Select podcast or YouTube and set the level.

Advanced has a bunch of sliders to play with.

Another one for consideration is Autogain Mono from LSP.

autogain

This plugin provides automatic gain control tools that support loudness matching according to the ITU-R BS.1770-4 recommendation.

It's quite brutal compared to master_me in the sense that it will achieve levels by any means necessary. This can cause abrupt volume swings even with lookahead enabled.
